Municipal police arrested an elderly man in his eighties at a hospital in Ensenada’s Playa Ensenada neighborhood on April 28 after a civilian recognized the fugitive and called authorities. The man had an outstanding arrest warrant for sexual abuse.

A member of the public spotted the suspect inside the medical facility and contacted Ensenada’s C5 emergency command center, the city’s unified dispatch hub that coordinates police, fire, and emergency responses. Officers responded immediately to the hospital, confirmed the man’s identity against the active warrant, and took him into custody without incident.

Citizen Tip Led to the Arrest

The arrest was made possible entirely by a civilian tip. Ensenada’s C5 center, formally known as the Centro de Control, Comando, Comunicación, Cómputo y Calidad (C5), operates around the clock and accepts reports from the public on a wide range of situations. These include sightings of wanted individuals, not just crimes in progress.

Authorities did not release the suspect’s name or provide details about the original sexual abuse charges, including when the warrant was issued. It remains unclear how long the man had been evading arrest. Police transferred him to the appropriate authorities for processing.

How Ensenada’s C5 System Works

The C5 center serves as Ensenada’s centralized emergency coordination point, linking surveillance cameras, 911 calls, and patrol units in real time. The system has been credited with faster police response times across the municipality. Residents and visitors can reach C5 by dialing 911 from any phone in the city.

Ensenada, located roughly 80 miles south of the U.S. border at Tijuana, is home to a sizable community of American and Canadian expats. The Playa Ensenada subdivision sits in the western part of the city near the coastline.
