Baja California’s Corazones Viajeros program has provided free travel experiences to nearly 18,000 residents since launching in 2023, with a new enrollment period set for June.
Governor Marina del Pilar Avila Olmeda announced on May 3 that the state-run social tourism initiative has benefited 17,947 people to date. The program’s total investment exceeds 15 million pesos (roughly $750,000 USD), funding trips to natural and cultural landmarks across the state for low-income families who otherwise could not afford to travel.
“It is an initiative that fills us with pride and joy because it allows more Baja California families to get to know their state and live a unique experience by being able to travel,” the governor said in a statement from Mexicali.
How the Program Works
Corazones Viajeros, which translates to “Traveling Hearts,” treats tourism as a social right rather than a luxury. The program targets the state’s most economically vulnerable populations, offering fully subsidized group trips to scenic and historic sites throughout Baja California. Participants visit locations they may live near but have never had the resources to explore.
Since its 2023 launch, the program has grown steadily each year. A new call for applicants is scheduled for June 2026, opening spots for additional families to visit what organizers describe as “emblematic and natural” sites across the state.
National and International Recognition
The program has earned attention well beyond Baja California’s borders. It received the “Best of Mexico 2025” award at Tianguis Turístico México 2025, the country’s premier tourism trade fair. Baja California also secured membership in the International Social Tourism Organisation (ISTO) and now holds the presidency of Mexico’s national Social Tourism Council.
State officials have presented the program at international forums, including the Encounter of the Americas gathering in Brazil. The recognition positions Baja California as a leader in Mexico’s growing social tourism movement, which aims to make recreational travel accessible to populations typically excluded by cost.
