Tijuana municipal police arrested a 29-year-old man on March 15 after finding him in a hotel room with a 15-year-old girl. The arrest followed a citizen report at a hotel in the Luna Park neighborhood, on the city’s east side.

Officers arrived to find the girl’s mother outside the room. She told police her daughter was inside with an adult man who was not a family member. The man, identified as Ricardo, came out of the room and confessed to having sexual relations with the teenager.

Police detained Ricardo on suspicion of estupro, the Mexican legal term for statutory rape involving a minor who is above the age of consent but below the full legal threshold for adult relations. Officers transferred him to the Fiscalía General del Estado, Baja California’s state attorney general’s office, for formal processing.
