Tijuana municipal police arrested a 56-year-old man identified as Jorge Luis in the early hours of Wednesday, April 15, after he allegedly entered the bedroom of a 15-year-old girl and attempted to sexually assault her while she slept. The incident occurred in the Colonia Chihuahua neighborhood.

Officers responded to a 911 call placed by the victim’s mother, who reported that her daughter had woken up screaming when she realized the suspect was in her room attempting to abuse her. Municipal police arrived at the scene and detained Jorge Luis at the location.

Suspect Turned Over to State Prosecutors

After his arrest, Jorge Luis was transferred to the custody of the Fiscalía General del Estado (FGE), Baja California’s State Attorney General’s Office, which handles investigations into sexual crimes. He faces charges of sexual abuse of a minor. The case will proceed through Baja California’s state criminal justice system.

Colonia Chihuahua is a residential neighborhood in Tijuana’s eastern urban sprawl, an area with a mix of established homes and newer informal development. The colonia sits in one of the city’s densely populated zones where municipal police maintain regular patrols.

How 911 Works in Tijuana

Mexico’s national 911 emergency system, which became fully operational across Baja California in recent years, routed the mother’s call to Tijuana’s municipal police dispatch. Response times in urban colonias tend to be faster than in outlying areas, and the system accepts calls in both Spanish and English.

Under Baja California law, sexual abuse of a minor is a serious felony that carries significant prison time. The FGE’s specialized unit for crimes against women and minors typically handles prosecution in these cases. The suspect remains in state custody pending formal charges before a judge.
