Tijuana municipal police arrested three men in connection with the April 7 fatal shooting of Usiel Fernando Castelo Beltrán, 31, in the Lomas Conjunto Residencial neighborhood in the city’s La Mesa district.
The killing took place around 3:35 p.m. at the intersection of Calle Monte Urales and Calle Monte Cáucaso. Officers responding to a 911 call found Castelo Beltrán’s body next to a sedan with California license plates, a detail that raised questions about possible cross-border connections to the crime.
Surveillance Technology Led to Quick Arrests
Police used surveillance technology to track a vehicle the attackers used to flee the scene. Officers identified and detained three suspects: Ángel Emilio, Luis Armando, and Gabriel Damián. Their physical descriptions matched witness accounts of the killers.
Investigators also found evidence inside the suspects’ vehicle linking them to both the crime and the victim. The three men now face a criminal investigation by prosecutorial authorities to determine their legal responsibility for homicide.
Shooting Drew Rapid Emergency Response
Multiple Mexican news outlets reported that the arrest followed a coordinated police operation launched immediately after the 911 report came in. The combination of witness descriptions and camera technology allowed officers to locate the fleeing vehicle before the suspects could leave the area.
Family members of the victim arrived at the crime scene to identify him, according to reports from Siempre en la Noticia. Castelo Beltrán was 31 years old at the time of his death.
Lomas Conjunto Residencial sits in Tijuana’s La Mesa delegation, a large district east of the Zona Río commercial area. The neighborhood is a residential zone of modest homes on hilly terrain, located roughly 15 minutes by car from the San Ysidro border crossing.
