Municipal police in Ensenada arrested a 46-year-old man on April 19 after a resident called emergency services to report an unauthorized entry at a home in the Colonia Aeropuerto neighborhood.

Officers responded to the call on Calle Juan Rulfo and detained the suspect, identified as José Manuel, while he was still inside the property. He was caught in flagrante, meaning police apprehended him in the act of committing the crime.

Charges Filed for Home Invasion and Property Damage

José Manuel faces charges of home invasion (allanamiento de morada) and property damage. The arrest followed a report made through the city’s C5 emergency coordination center, which dispatches municipal police to calls across Ensenada.

Colonia Aeropuerto sits in the eastern part of Ensenada, not far from the city’s El Ciprés International Airport. The neighborhood is a residential area with a mix of houses and small commercial properties. Calle Juan Rulfo, named after the celebrated Mexican author, runs through a primarily residential section of the colonia.

How Ensenada’s Emergency System Works

The C5 (Centro de Comando, Control, Comunicaciones, Cómputo y Contacto Ciudadano) is Baja California’s centralized emergency coordination system. Residents and visitors can reach it by dialing 911. The center routes calls to the appropriate agency, whether municipal police, state police, fire, or medical services.

For English-speaking residents and visitors in Ensenada, the 911 line is the primary point of contact for reporting crimes in progress. While operators typically answer in Spanish, some bilingual dispatchers are available. The arrest on Calle Juan Rulfo took place after a citizen used this system to report the break-in, and officers arrived quickly enough to detain the suspect on scene.

Under Mexican law, suspects caught in flagrante can be detained immediately without a warrant. The case will be turned over to the Fiscalía General del Estado (FGE), Baja California’s state attorney general’s office, for prosecution.
