An Ensenada taxi driver has been formally bound over for trial after allegedly crashing his vehicle while under the influence of methamphetamine and amphetamines. The Ensenada Regional Prosecutor’s Office secured the arraignment against Adán Pablo “N” on charges of culpable damage and culpable injury.
The crash occurred on April 19 on Calle Once in Ensenada. According to prosecutors, Adán Pablo lost control of the taxi, struck a concrete curb owned by the municipality, and caused both property damage and injuries to at least one person.
Drug Tests Confirmed Meth and Amphetamines
Investigators determined that the driver tested positive for methamphetamine and amphetamines at the time of the incident. The Prosecutor’s Office processed the case through its Unit of Investigation with Detainee, a division that handles arraignments when a suspect is taken into custody at the scene or shortly after.
The charges of culpable damage and culpable injury fall under Mexico’s framework for negligent, rather than intentional, harm. Under Mexican criminal law, “culpable” offenses carry lighter sentences than their “doloso” (intentional) counterparts, though convictions can still result in prison time and mandatory restitution to victims.
Case Moves to Oral Trial
The case will now proceed through Mexico’s oral trial system, which replaced the old written process under judicial reforms enacted over the past decade. In this system, hearings are conducted in open court before a judge, and both prosecution and defense present evidence and testimony in real time.
Ensenada sees heavy taxi traffic daily, with thousands of residents and visitors relying on the city’s cab fleet. The city’s taxi stands are concentrated along Avenida López Mateos, near the cruise ship terminal, and throughout the downtown tourist zone. Fares are typically negotiated before boarding, and most taxis are not metered.
Methamphetamine remains the most widely seized drug in Baja California. State authorities have repeatedly flagged its use as a factor in traffic accidents across the region. The case against Adán Pablo is one of a growing number of impaired driving prosecutions in the state where toxicology results lead directly to criminal charges rather than administrative fines alone.
