CJNG Regional Leader Arrested in Tecate Friday

Authorities arrested Salomón Barragán, known as “El Salo,” the regional leader of the Cartel Jalisco Nueva Generación (CJNG) in Tecate on Friday evening. The capture took place around 7:00 p.m. on April 17 at a residence in the Alfonso Garzón neighborhood, locally known as “Nido de las Águilas” (Nest of the Eagles), in the Pueblo Mágico border city.

Officials from the Mesa de Seguridad, Baja California’s joint security coordination body, confirmed the arrest to the Tijuana investigative outlet Zeta. Barragán is accused of leading CJNG operations in Tecate and surrounding rural communities, including Nueva Colonia Hindú and Valle de Las Palmas.

CJNG’s Expanding Footprint in Baja California

The arrest comes as CJNG has been aggressively contesting territory across Baja California. The cartel has been in a period of internal transition since the Mexican military killed its national leader, Nemesio Oseguera Cervantes (“El Mencho”), during an operation in Tapalpa, Jalisco in February 2026. That killing triggered widespread unrest across the state, with 29 incidents involving burned vehicles on highways and in urban areas reported in Baja California alone.

Businesses were set ablaze in Mexicali, Tijuana, Tecate, Ensenada, and San Quintín during the February chaos. The U.S. Consulate issued an urgent alert at the time, advising American citizens in Tijuana, Tecate, and Ensenada to shelter in place.

Since El Mencho’s death, the CJNG has reportedly come under the leadership of his stepson, Juan Carlos Valencia González (“El Pelón”), a U.S. citizen. The Wall Street Journal reported in March 2026 that Valencia González had consolidated control over the organization.

What the Arrest Means for Tecate

Tecate sits along the main highway connecting Tijuana and Ensenada, a corridor used daily by residents, cross-border commuters, and tourists heading to Baja wine country in Valle de Guadalupe. The city of roughly 110,000 is also home to a smaller, less congested border crossing popular with travelers who prefer to avoid the long waits at San Ysidro or Otay Mesa.

The removal of a regional cartel boss can temporarily destabilize local criminal networks. In past cases across Baja California, similar arrests have preceded short periods of retaliatory violence or disputes over the resulting power vacuum. No incidents related to the arrest had been publicly reported as of Saturday.

The U.S. government designated the CJNG as a foreign terrorist organization in February 2026. The State Department had previously offered up to $15 million for information leading to El Mencho’s arrest.

Authorities have not yet disclosed what charges Barragán faces or where he is being held. The arrest was first reported by Zeta Tijuana.
