Tijuana’s technology sector added roughly 40 new companies to its startup ecosystem in the first quarter of 2026, driven by a combination of lower operating costs compared to San Diego, a deep pool of bilingual engineering talent from local universities, and growing cross-border collaboration with Silicon Valley-backed accelerators. The BIT Center, a business innovation and technology hub founded in 2011 in Zona Río, now hosts 65 companies in its coworking and incubation space, up from about 45 at the start of 2025. The center provides shared office infrastructure, mentorship from established entrepreneurs, and connections to investors on both sides of the border.

The talent pipeline feeding the sector runs through several institutions, including the Tijuana Institute of Technology (ITT), CUT Universidad de Tijuana, and the Autonomous University of Baja California (UABC) campus in Otay, all of which have expanded their computer science, software engineering, and data science programs in recent years. Graduates from these programs often command starting salaries of 25,000 to 40,000 pesos per month ($1,400 to $2,250 USD), a fraction of equivalent positions across the border in San Diego, making Tijuana an increasingly attractive nearshoring destination for U.S. technology firms looking to reduce labor costs while maintaining the same time zone and close physical proximity.

Incubators and Cross-Border Connections

Beyond the BIT Center, Tijuana’s startup infrastructure includes INDEX Open Studio, which focuses on design-driven technology companies, and MIND Hub, which connects early-stage founders with corporate partners and government innovation programs. Several Tijuana startups have gained visibility through participation in San Diego Startup Week, and cross-border accelerator partnerships have created pathways for Mexican-founded companies to access U.S. venture capital. The city’s tech cluster is concentrated along the Zona Río business corridor between Boulevard Agua Caliente and Via Rapida, within a 15-minute drive of the Otay Mesa commercial border crossing. Companies interested in setting up operations in Tijuana can contact the Baja California state economic development office (SEDECO) or the BIT Center directly through their website at bitcenter.mx.
