Tijuana Mayor Ismael Burgueño Ruiz fired the head of the city’s Inspección y Verificación (Inspection and Verification) office on Friday night, April 17, appointing Araceli Márquez Peña to replace outgoing director José Antonio Olivas Heredia.

The leadership change follows repeated allegations of misconduct against Olivas Heredia’s team of inspectors, though city officials have not detailed the specific nature of those complaints. The shakeup was announced the same evening.

What the Inspection Office Does

The Dirección de Inspección y Verificación is responsible for business compliance, zoning enforcement, and operating permit checks across Tijuana. Its inspectors conduct on-site visits to restaurants, bars, shops, and street vendors to verify licenses, safety standards, and adherence to municipal regulations.

The office was active just weeks before the leadership change. During Holy Week in early April, Olivas Heredia’s team carried out inspections at street markets in neighborhoods including Salvatierra, Francisco Villa, Mariano Matamoros, and Reforma. Inspectors checked vendor permits and confirmed that sidewalks were not blocked, according to a report from San Diego Red.

Why the Change Matters for Business Owners

For the thousands of foreign nationals who own or operate businesses in Tijuana, the inspection office is a routine point of contact with municipal government. Inspectors can issue fines, order closures, or revoke permits. Complaints about inspector misconduct in Mexican cities often involve allegations of bribery demands, selective enforcement, or extortion of business owners who lack proper paperwork.

Burgueño Ruiz has not publicly stated whether the change in leadership will bring new enforcement priorities or procedural reforms. The mayor also has not said whether Olivas Heredia faces any formal investigation.

Márquez Peña’s background and previous government experience were not disclosed in the announcement. Her appointment takes effect immediately.
