Mulegé Mayor Edith Aguilar Villavicencio announced a hydraulic concrete paving project for the upper access road of the Costa Azul neighborhood in Santa Rosalía, Baja California Sur. The project will cover 797 square meters of road surface at a cost of 3.4 million pesos (approximately $175,000 USD).

Workers will install high-quality hydraulic concrete rated at MR42/cm2, a specification designed for greater resistance and durability on steep terrain. The Costa Azul neighborhood sits in the hilly upper section of Santa Rosalía, where rough terrain has long made road maintenance a challenge for local authorities.

State and Municipal Funds Behind the Project

Funding comes from FOIS Mulegé, the Fondo de Obras de Infraestructura Social (Social Infrastructure Works Fund), a joint program between the Mulegé municipal government and the Baja California Sur state government. The fund targets basic infrastructure improvements in underserved communities across the municipality.

“We continue working on projects that truly improve daily life for families, addressing access roads and streets that were a need in these neighborhoods for many years,” Aguilar Villavicencio said in the announcement.

Why Concrete Over Asphalt

Hydraulic concrete is a common choice for hilly neighborhoods in Baja California Sur because it handles steep grades and heavy rain runoff better than asphalt. Santa Rosalía, a former French copper mining town on the Sea of Cortez coast, sits about 39 miles north of the town of Mulegé along the Transpeninsular Highway. Its residential neighborhoods climb sharply from the waterfront into the surrounding hills.

The Costa Azul road serves as a primary route for residents in the upper part of the neighborhood. Paving the access road could improve emergency vehicle response times and reduce wear on personal vehicles navigating unpaved slopes.

No start date or construction timeline was included in the announcement. The project is part of a broader series of infrastructure improvements the Mulegé municipal government has pledged for Santa Rosalía’s residential areas.
