The head of the Los Cabos Federal Maritime Land Zone office allegedly struck a state legislator during a Workers’ Party meeting in San José del Cabo on Wednesday afternoon.
Rafael Álvarez Munguía, coordinator of the Zofemat (Zona Federal Marítimo Terrestre) office in Los Cabos, is accused of physically assaulting Baja California Sur state deputy Omar Torres Orozco. The incident occurred around 2 p.m. at the Workers’ Party (PT) offices in the Santa Anita neighborhood of San José del Cabo.
Deputy Files Criminal Complaint
Torres Orozco filed a formal complaint with the PGJE, the state attorney general’s office, following the alleged assault. He also said he will seek Álvarez Munguía’s removal from his municipal post through the Los Cabos comptroller’s office.
Also present at the meeting was Luis Armando Díaz, described as a longtime PT figure. The cause of the alleged altercation has not been made public.
According to the report, Torres Orozco rejected attempts to resolve the matter through a private apology. He instead pressed ahead with legal action on both the criminal and administrative fronts.
Why Zofemat Matters in Los Cabos
Zofemat is the federal agency that regulates Mexico’s maritime land zone, the strip of coastline extending 20 meters inland from the high-tide line. In Los Cabos, where tourism drives the economy, the office plays a key role in issuing and managing beach concessions for hotels, restaurants, and water sports operators.
Álvarez Munguía’s position gives him direct authority over permits that govern beach access and coastal business operations throughout the municipality. Any leadership change at the agency could affect permit renewals and ongoing concession agreements.
No Official Response Yet
Neither Álvarez Munguía nor the Los Cabos municipal government has issued a public statement about the incident. The PT has also remained silent.
The case adds to a tense political climate in Baja California Sur. The U.S. Embassy issued a security alert for Los Cabos and La Paz in April 2025, citing shootouts, arson attacks on buses, and threats against officials by cartels in the region.
