Los Cabos Launches New Urban Development Plan Process

The Los Cabos municipal government held an extraordinary session of its Municipal Council for Territorial Planning, Urban Development, and Housing on May 13, taking a formal step toward updating the zoning and development rules that govern one of Mexico’s fastest-growing resort municipalities.

Council member Jesús Alberto Alvarado Aragón, representing Mayor Christian Agúndez Gómez, led the session. He called for updated planning documents to bring order to the municipality’s rapid expansion. The council received a presentation on the new Municipal Urban Development Program (PMDU), the master zoning document that dictates where and how construction can occur in both San José del Cabo and Cabo San Lucas.

IMPLAN Presents Growth Timeline and Strategic Zones

Architect Beatriz González Gibert, director of the Municipal Planning Institute (IMPLAN), presented the PMDU draft. Her presentation included a work timeline and a map of strategic growth zones across the municipality. IMPLAN, a technical body created to guide long-term planning, prepared the program independently of the city council’s political apparatus.

The session also approved a new Technical Committee that will review the plan as it develops. The Baja California Sur Architects College will coordinate the committee, which will include representatives from local hotel associations, the Tecnológico Nacional de México campus in Los Cabos, and ejido (communal land) representatives from both San José del Cabo and Cabo San Lucas. Ejido lands play a major role in the municipality’s development, as many large projects sit on former ejido parcels.

Open Process Promised as Growth Continues

Roberto Flores Rivera, the city’s director of urban development, said the PMDU process will follow an open-door policy. He committed to accepting input from citizens and civil organizations interested in sustainable growth.

The PMDU update comes as Los Cabos continues to add hotel rooms, residential developments, and commercial centers at a pace that has strained roads, water systems, and public services. Earlier this year, the city council announced 20 paving projects and seven new parks for 2026, and the state and municipal governments launched a broader infrastructure initiative called “Unidos por Los Cabos” backed by 140 million pesos (roughly $7.2 million USD) in hotel tax revenue.

The current session is an early step. The PMDU must go through technical review, public consultation, and formal approval before it replaces existing zoning rules. No completion date has been announced.
