Los Cabos Ecological Zoning Plan Reaches 92% Completion

The municipality of Los Cabos announced that its first update to the local ecological zoning program in 31 years has reached approximately 92% completion. The milestone was reported during the Third Ordinary Committee Session of the Programa de Ordenamiento Ecológico Local Participativo (POEL), the legal framework governing land use, environmental protections, and development approvals across the municipality.

Jorge Armando López Espinoza, head of the Directorate General of Ecology and Environment, led the session on the instructions of Mayor Christian Agúndez Gómez. López Espinoza called the update a major achievement for the current administration, noting the three-decade gap since the last revision. “Thirty-one years sounds like a little, but it’s not,” he said. “Today is a great opportunity for the future of Los Cabos.”

Public Consultation Phase Coming Soon

Officials said a public consultation phase will be announced soon, with dates and times to be published for sessions across the municipality. López Espinoza emphasized that the process has been open and inclusive. “We are convinced that we have carried out this process in an open manner so that no one feels excluded,” he said, adding that all sectors are involved.

The committee session drew representatives from multiple government agencies and institutions. Attendees included VI Regidora Marisela Montaño Peralta, Flavio Olachea Montaño from the Institute for Sustainable Development of Los Cabos (INDESO), and Jorge Alberto Escandón Calderón from SEMARNAT’s (the federal Environment Ministry) Directorate of Ecological Zoning. Academic and research institutions including UABCS, CIBNOR, ITES Los Cabos, and the BCI Baja California Sur Coastal Institute also participated, along with the National Commission of Natural Protected Areas (CONANP) and environmental consulting firm ADFERI.

Why the Zoning Update Matters

The ecological zoning program is the legal document that dictates where and how construction, tourism projects, and commercial activity can occur in Los Cabos. It defines environmental protection zones, sets density limits, and shapes the permit approval process. The current version dates back roughly 31 years, a period during which Los Cabos transformed from a small fishing and tourism area into one of Mexico’s largest resort destinations.

Once finalized and approved, the updated plan will redefine development rules across the municipality, from Cabo San Lucas and San José del Cabo to the East Cape corridor near Cabo Pulmo National Marine Park. Property rights, building permits, and environmental compliance requirements will all be affected by the new zoning designations. The municipal planning institute IMPLAN and the Urban Planning directorate are also part of the process.
