Los Cabos Mayor Christian Agúndez Gómez confirmed that 704 housing units have been formally approved as the first phase of President Claudia Sheinbaum’s Vivienda para el Bienestar (Housing for Well-Being) program in the municipality. The broader plan calls for more than 17,400 homes to be built in Los Cabos over the course of the current federal administration.
Agúndez Gómez made the announcement after working meetings in Mexico City with officials from SEDATU (the Secretariat of Agrarian, Territorial and Urban Development) and CONAVI (the National Housing Commission). The 704 approved units will be distributed across the municipality, though specific sites have not yet been publicly confirmed.
A Nationwide Program Reaches Los Cabos
The housing plan is part of a national effort to construct one million new homes across Mexico. SEDATU and CONAVI have been coordinating with state and municipal governments to evaluate properties and secure construction permits. As of early 2025, 261 plots of land covering roughly 2,584 hectares had been secured nationwide, with executive plans already in development.
In Los Cabos, the full buildout envisions 44 four-story buildings totaling the 17,400 projected units. The first families expected to receive housing are those living in high-risk zones, including the banks of the Salto Seco stream, Caribe Bajo, and Lagunitas in Cabo San Lucas. Informal settlements near the Santa Rosa ford in San José del Cabo are also on the list.
Wastewater Plant Relocation and Estuary Park
A separate agreement reached during the Mexico City meetings involves relocating the wastewater treatment plant near the San José Estuary. The city plans to convert that land into an ecological park, though no timeline or budget for the relocation has been released.
Los Cabos is one of the fastest-growing municipalities in Mexico, driven by decades of tourism development. That growth has attracted tens of thousands of workers from other states, many of whom settle in informal communities lacking legal title or basic services. A new census is underway to count the number of families in high-risk areas and prioritize relocation.
What Comes Next
The construction must align with the third update of the municipality’s Urban Development Plan (PDU) 2040. Municipal officials have said they are searching for additional viable properties in both Cabo San Lucas and San José del Cabo. CONAVI confirmed in November 2025 that Los Cabos received 176 homes in the program’s first national delivery, more than most other municipalities in that initial batch.
