La Paz Opens Southern Ring Road Serving 50,000 Residents

Baja California Sur Governor Víctor Manuel Castro Cosío and La Paz Mayor Milena Quiroga Romero inaugurated the final sections of a new southern ring road in the state capital, completing a project that links Avenida Forjadores to the Los Planes highway and is expected to benefit more than 50,000 residents.

The officials cut the ribbon on sections 8, 9, and 10 of the Circuito Urbano Sur-Oriente, also known as Boulevard Bahía Concepción. A new interchange connecting to the Los Planes corridor was also opened. The project was completed ahead of schedule.

What the Road Includes

The 88.25 million peso (approximately $4.9 million USD) project covers more than three kilometers of new roadway. Construction included hydraulic concrete paving, lane marking, sidewalks, retaining walls, public lighting, and bollards for pedestrian safety.

The route connects Boulevard Forjadores on the city’s west side to the Los Planes highway heading southeast. Officials said the road is expected to cut travel times in the area to under 20 minutes, easing daily commutes for residents of neighborhoods including Calafia, Camino Real, Península Sur, Valle del Mezquite, Campestre Mezquitito, and Bledales.

Funding and Construction

Three entities jointly funded the project: the state infrastructure trust known as FOIS (Fideicomiso de Obras de Infraestructura Social), the Baja California Sur state government, and the La Paz municipal government. Local contractors carried out the construction work.

The road had reached 65% completion in early June, with the Puente Cajón bridge and more than 8,000 square meters of asphalt already in place at that point. The final push brought remaining segments to completion ahead of the original timeline.

Environmental Agreement Signed

Alongside the inauguration, state and municipal officials signed an environmental cooperation agreement with CONANP (the National Commission of Natural Protected Areas). The agreement aims to ensure the road development supports orderly urban growth while protecting surrounding natural areas, including the nearby Sierra de la Laguna biosphere reserve.

The ring road bypasses the congested central corridor and gives southeastern neighborhoods a direct route to the Los Planes area, a popular weekend destination for both locals and expats.
