The Baja California State Congress unanimously approved a formal request urging Governor Marina del Pilar Ávila Olmeda and Tijuana Mayor Ismael Burgueño Ruiz to immediately repair a dangerous sinkhole next to the Terrazas del Valle vehicular bridge in eastern Tijuana.
The sinkhole, more than two meters (roughly 6.5 feet) deep, sits alongside Boulevard 2000, one of the only access roads into the Terrazas del Valle neighborhood. Thousands of commuters use the route daily, and the growing hole has already compromised both the bridge pavement and the embankment supporting the structure.
A Year of Unanswered Requests
Legislator Yohana Hinojosa Gilvaja authored the measure. She said she has been formally requesting repairs for more than a year with no response from Tijuana city hall.
Hinojosa Gilvaja also demanded the installation of streetlights and signage along Boulevard 2000. She alleged that Governor Ávila Olmeda failed to deliver on commitments made when the state awarded a concession for confined transit lanes on that road. Without proper lighting or warning signs, drivers face the sinkhole hazard with little advance notice, especially at night.
Cross-Party Frustration Over Delayed Maintenance
The unanimous vote in congress is notable because it signals cross-party frustration with stalled infrastructure maintenance. Sinkholes are a recurring problem across Tijuana, where rapid urbanization, seasonal rains, and aging drainage systems frequently undermine roadways. In March 2023, a massive sinkhole opened near the highway leading to Playas de Tijuana after an atmospheric river event, and officials estimated at least four months for repairs at that time.
The Terrazas del Valle bridge serves as a critical mobility link for residents of the surrounding colonia, located in Tijuana’s sprawling eastern zone near the Otay Mesa border crossing area. Boulevard 2000 runs through a corridor that has seen significant residential growth but limited investment in road upkeep.
