Residents of Colonia Solidaridad in Tecate are calling out an illegal dump site expanding unchecked in front of the Unidad Deportiva Solidaridad, a municipal sports complex that Mayor Román Cota Muñoz pledged to rehabilitate during his campaign. The growing pile of organic waste, discarded mattresses, and scrap lumber sits in plain view of the facility’s entrance, and neighbors say city hall has done nothing to clean it up or stop new dumping.
The Unidad Deportiva Solidaridad is one of Tecate’s main public recreation areas. Cota’s administration included the complex in its “Tecate al 100” government program, which promised infrastructure upgrades across the border city of roughly 110,000 people located about 35 miles southeast of San Diego. So far, residents say, neither cleanup crews nor municipal enforcement officers have responded to their complaints.
A Pattern of Waste Management Failures
