BCS Workforce Institute Partners With Mulegé Marine School

The Baja California Sur state workforce training institute ICATEBCS (Instituto de Capacitación para los Trabajadores del Estado) has signed a collaboration agreement with the Center for Technological Marine Studies (CETMAR 021) in Mulegé to expand vocational training across the municipality.

ICATEBCS director general Cinthya Fátima Montufas Chávez led the signing ceremony. The partnership will bring joint courses, workshops, and certification programs to the northern part of the state, an area that has historically had fewer training options than La Paz or Los Cabos.

Training Tied to Local Economic Needs

The agreement focuses on practical skills tied to the region’s productive sectors. Courses will target income-generating trades rather than theoretical instruction. The municipality of Mulegé stretches across a vast area that includes Santa Rosalía, Guerrero Negro, and the towns surrounding the Sea of Cortez coast.

At the signing event, 24 graduates received official certificates for completing courses in desserts and basic pastry making. These food service skills align directly with the hospitality and tourism economy that supports much of the peninsula.

Expanding Access in Northern BCS

Montufas Chávez said the coordinated effort between the two institutions will broaden access to workforce training in northern Baja California Sur. She noted the partnership contributes to local economic development by preparing residents with job-ready skills.

CETMAR 021 is part of Mexico’s federal network of marine technology schools. The Mulegé campus offers technical education with a focus on marine sciences and related trades. By linking CETMAR’s facilities and student base with ICATEBCS programming, the agreement creates a pipeline for short-term vocational courses without requiring new infrastructure.

The deal comes as BCS state government has made several recent investments in Mulegé’s educational infrastructure. In March, the state partnered with the CECyTE BCS school system on a separate initiative to improve campus conditions at Mulegé-area high schools.
