The Baja California state government distributed 36,000 menstrual hygiene kits to women and girls in Tijuana, Tecate, and Playas de Rosarito, officials confirmed this week. The large-scale distribution is part of an ongoing campaign called “Menstruación Digna” (Dignified Menstruation) that aims to provide free hygiene products to underserved communities across the region.

Tijuana Mayor Ismael Burgueño Ruiz launched the campaign on March 20 with a formal handover of hygiene supplies to Katherine Collins Barrera, head of Tijuana’s Secretaría de las Mujeres (Women’s Secretariat). The kits include sanitary pads, tampons, toilet paper, bar soap, toothpaste, and deodorant.

Permanent Campaign Targets Vulnerable Women and Girls

Officials described the initiative as a permanent, ongoing program rather than a one-time donation. The campaign accepts public donations of feminine hygiene products at collection points run by the Women’s Secretariat. Collected items are distributed periodically to adolescents and women who cannot afford basic menstrual products.

Burgueño Ruiz called the effort part of a public policy rooted in gender equity. “These actions are fundamental so that women can live through their menstrual period in a healthy and safe way,” the mayor said, according to local reports.

Part of a Broader Push on Menstrual Equity

The Menstruación Digna campaign addresses a concrete problem in border communities. For many women and teenagers in Tijuana’s lower-income neighborhoods, purchasing menstrual products remains a financial burden. Lack of access to these products can affect school attendance, employment, and overall health.

The 36,000-kit distribution across three municipalities marks one of the largest menstrual hygiene efforts in Baja California’s recent history. The campaign aligns with federal gender equity initiatives and complements existing state programs like the Tarjeta Violeta, a women’s support card already active in the region.

Residents who wish to contribute can donate sanitary pads, tampons, soap, toothpaste, and deodorant through the Tijuana Women’s Secretariat. The program plans regular distribution cycles to maintain a steady supply for recipients.
