Los Cabos municipal authorities held a coordination meeting this week to plan joint enforcement operations targeting unlicensed vendors at Médano Beach in Cabo San Lucas. The move extends a crackdown that began months ago at the nearby Cabo San Lucas Marina, where officials say it produced positive results.
Departments including Public Security, Tax Inspection (Inspección Fiscal), Urban Image, and Zofemat (the federal maritime zone agency) agreed to launch coordinated patrols in the beach’s so-called “golden zone.” The operations will focus on unlicensed street vendors and irregular service providers operating without permits.
Only Four Inspectors Currently on the Ground
The municipality currently has just four inspectors assigned to Médano Beach, a staffing level officials acknowledged is insufficient. Authorities plan to increase that number during the upcoming joint operations, though they did not specify by how many.
The thin inspection force has been a persistent challenge. Unlicensed vendors, known locally as “golondrinos” (swallows) because they migrate to tourist zones during high season, have repeatedly returned after earlier enforcement sweeps. At the start of the 2025-2026 tourist season, authorities detected roughly 300 informal merchants operating without permits across Médano and the Marina. A November 2025 operation removed 300 unlicensed sellers in a single weekend, but irregular vendors gradually filtered back in.
A Pattern of Enforcement and Return
This latest push is at least the third major enforcement action at Médano since mid-2025. Cabo San Lucas currently has 698 officially registered vendors who hold permits, wear standardized uniforms, and carry city-issued ID badges. Licensed vendors undergo background checks and follow rules about where and when they can sell. By contrast, unlicensed sellers typically wear casual street clothes and operate without any official identification.
The crackdown also targets vendors who use children to sell goods. Licensed merchants caught using minors face immediate sanctions and permanent loss of their permits.
What to Expect at Médano
Visitors to Médano Beach, the most popular stretch of sand in Cabo San Lucas, should expect increased permit checks in the coming weeks. The beach sits just east of the Marina and is lined with restaurants, beach clubs, and water sports operators. On busy days, tourists have reported being approached by sellers every 30 seconds.
Officials said the Marina enforcement model, which combined multi-department patrols with stricter permit verification, cleared semi-permanent illegal stalls from the boardwalk and reduced high-pressure sales encounters. They aim to replicate those results at Médano.
The coordination meeting was first reported by Colectivo Pericú.
