Baja California’s Tourism Secretariat will launch its 2026 General Tourist Guide Accreditation Diploma on May 11, with in-person classes at two locations across the state. The program trains and certifies tour guides under Mexico’s federal tourism standard NOM-08-TUR-2002, which governs guide qualifications, visitor safety, and the protection of cultural and natural heritage.

Sessions will be held at the UNID campus in Ensenada and at the Tourism Secretariat offices in Mexicali. Each location can accept up to 25 participants, meaning only 50 spots are available statewide. Subsidies are available for qualifying tourism operators.

What the Diploma Covers

The curriculum includes modules on history, archaeology, tourism law, human relations, and cultural heritage. NOM-08-TUR-2002 is the federal standard that applies to general tourist guides and those specializing in cultural subjects or specific archaeological and historical sites. Guides who complete the program earn an official accreditation recognized across Mexico.

Baja California’s tourism landscape ranges from colonial mission sites and the Valle de Guadalupe wine region to whale-watching coastlines along the Pacific. Certified guides are required to interpret these sites accurately and manage group safety in remote or marine environments.

Part of a Broader Training Push

The diploma follows a pattern of professionalization efforts by the state’s Tourism Secretariat. In early 2025, the agency ran a separate training cycle called “Destinos de Excelencia” in Playas de Rosarito, Tijuana, Tecate, and Ensenada ahead of the Tianguis Turístico national tourism fair. That program covered modules on inclusive tourism, first aid, quality of service, and crisis management.

The Tourism Secretariat is also reminding hotels, spas, tour operators, and lifeguards to register for free listings on both the National and State Tourism Registries. Registration is valid for two years and is required for legal operation in the tourism sector.

How to Apply

Interested guides and operators can contact the Baja California Tourism Secretariat for enrollment details. With only 25 seats per location, the program is expected to fill quickly. Classes begin May 11 and are conducted in person only.
