A window cleaner was left dangling high above the street at Torre 21 in Tijuana’s Zona Río on Saturday afternoon after one of his working ropes failed. The incident occurred around 1:14 p.m. at the high-rise located at the intersection of Avenida José María Velasco and the Vía Rápida Poniente.

Firefighters, rescue teams, and municipal police responded to the scene with two fire engines and an aerial ladder truck. While crews set up their equipment, the worker managed to transfer to a backup safety system and descend under his own control. He was evaluated at the scene and reported no injuries, only the jolt he felt when his secondary safety line engaged.

Backup Safety System Worked as Designed

Tijuana Fire Division Chief Bernardo Villegas confirmed the worker’s anchor system had been correctly installed. The secondary safety line performed exactly as intended, preventing what could have been a fatal fall. Villegas said the worker held proper certification for high-altitude work and was using approved equipment at the time of the rope failure.

The outcome could have been far worse. Falls from height remain one of the leading causes of workplace death in construction and building maintenance across Mexico. In this case, training and equipment redundancy made the difference between a close call and a tragedy.

Tijuana’s High-Rise Boom Raises Safety Concerns

Villegas used the incident to raise a broader concern about Tijuana’s rapidly growing skyline. The city’s vertical construction boom, particularly in Zona Río and other central neighborhoods, is creating new challenges for emergency rescue services. Torre 21 is one of dozens of high-rise towers built in the area in recent years as Tijuana has added density along its main corridors.

The fire chief urged building operators and contractors to verify that all workers performing window cleaning or facade maintenance on high-rises hold proper certification and use approved gear. He ordered a follow-up safety review of Torre 21’s documentation to confirm compliance with regulations.

Zona Río, located just south of the San Ysidro border crossing, is one of Tijuana’s primary business and commercial districts. The area has seen a wave of residential and mixed-use tower construction over the past decade.
