A Tijuana municipal police officer was killed and another critically wounded when gunmen ambushed their patrol vehicle early Sunday morning in the Lomas del Valle neighborhood, east of the city’s main commercial corridor. The attack marks the latest in a persistent pattern of targeted violence against law enforcement in Baja California’s largest city.

Two Officers Shot in Lomas del Valle on June 15

The shooting occurred around 2:30 a.m. on June 15 near Calle Circuito de las Lomas in Lomas del Valle, a residential area in Tijuana’s eastern sprawl. According to initial reports, the officers were on routine patrol when armed individuals opened fire on their marked unit. One officer died at the scene. Paramedics transported the second officer to a nearby hospital in critical condition.

FGE, Baja California’s state attorney general’s office, took control of the investigation. State agents cordoned the area and collected shell casings and other forensic evidence. No suspects have been detained as of Monday morning. Authorities have not publicly identified the officers, following standard protocol in cases involving attacks on active-duty personnel.

Lomas del Valle sits roughly five kilometers east of Zona Río, Tijuana’s business and dining district. The neighborhood is primarily residential, home to working-class and middle-class families. It borders several colonias that have seen recurring cartel-related violence over the past two years.

Baja California Lost 12 Officers to Violence in 2024

Attacks on police in Tijuana are not isolated events. They follow a well-documented pattern tied to cartel competition for control of drug trafficking corridors and local retail drug markets. Baja California recorded at least 12 police officers killed in the line of duty during 2024, according to state security reports. Several of those deaths occurred in ambush-style attacks similar to Sunday’s shooting.

Tijuana’s municipal police force has struggled with staffing and retention for years. The department reported roughly 2,800 active officers in early 2025, serving a metro area of more than two million people. That ratio falls well below international policing standards. Low pay, high risk, and persistent threats from organized crime groups make recruitment difficult. Officers in Tijuana earn a base salary of approximately 17,000 pesos per month (about $950 USD), though bonuses and overtime can increase total compensation.

The state government under Governor Marina del Pilar Avila Olmeda has repeatedly pledged to strengthen law enforcement. In March 2025, the governor announced a new round of equipment purchases for municipal forces, including armored patrol vehicles and ballistic vests. But officers and police union representatives have said the upgrades arrive slowly and unevenly across precincts.

Cartel dynamics in Tijuana remain complex. The Sinaloa Cartel and the Cartel Jalisco Nueva Generación (CJNG) both maintain operations in the city. Smaller local cells, often called “narcomenudistas” (street-level drug dealers), align with one faction or another. Police officers become targets when they interfere with these operations, or when rival groups suspect them of cooperating with a competing faction.

Eastern Tijuana Colonias Report Repeated Security Incidents

Lomas del Valle and its surrounding colonias have appeared in security reports multiple times this year. In February 2025, a separate shooting in the nearby colonia of Cañadas del Florido left two people dead. In April, authorities discovered an abandoned vehicle with bullet damage on a road connecting Lomas del Valle to the Otay industrial zone.

The eastern corridor of Tijuana stretches from the Otay Mesa border crossing toward Tecate. It includes industrial parks, maquiladoras, and residential developments that have grown rapidly over the past decade. Some of these neighborhoods lack full municipal services, including consistent street lighting and police patrol coverage. Residents in several colonias have organized neighborhood watch groups to supplement limited police presence.

The Otay Mesa border crossing, located about eight kilometers northwest of the shooting site, processes both commercial and passenger traffic between Tijuana and San Diego. Commuters who cross at Otay and live or work in eastern Tijuana drive through or near the affected area daily.

Tijuana Mayor Ismael Burgueño Ruiz has not yet issued a public statement on Sunday’s attack. The municipal government typically defers to FGE on active investigations involving officer deaths. The state attorney general’s office said it would provide updates as the investigation progresses, according to reporting by Cadena Noticias.
