Tijuana Municipal Police arrested two suspected street-level drug dealers on March 27 during an operation in the Urbi Quinta del Cedro neighborhood, located in the Santa Fe area of eastern Tijuana.
Officers seized a loaded 9mm pistol and 50 doses of crystal methamphetamine from the two men. Police identified them as Jorge Alberto, 45, originally from Jalisco, and Manuel Martín, 44, from Sinaloa. Both were turned over to federal prosecutors.
What Police Found During the Operation
The arrests took place during a targeted enforcement operation in Urbi Quinta del Cedro, a residential subdivision in the Santa Fe delegation. Santa Fe sits in the southeastern part of the city, east of the Otay Mesa border crossing and away from the main tourist corridor along Avenida Revolución.
Authorities described both men as “narcomenudistas,” the Mexican term for retail drug distributors who sell small quantities at the street level. The combination of a firearm and pre-packaged doses of crystal meth is consistent with active point-of-sale dealing.
Street-Level Enforcement in Tijuana
Arrests like these are routine in Tijuana, where municipal police regularly conduct sweeps targeting low-level dealers. The city has for years ranked among Mexico’s most violent, with about 2,000 homicides recorded annually in recent years. Much of that violence is tied to turf battles between rival trafficking organizations, including factions of the Sinaloa Cartel and the Jalisco New Generation Cartel (CJNG).
Crystal methamphetamine remains one of the most commonly seized drugs in Tijuana. The city’s proximity to the U.S. border and its role as a major transit point for narcotics bound for California make street-level distribution a persistent enforcement challenge.
The Santa Fe area, while primarily residential, has seen periodic police operations targeting drug sales in its subdivisions. Urbi Quinta del Cedro is a planned housing development typical of the affordable subdivisions built across Tijuana’s periphery in the 2000s.
Both suspects now face federal charges related to drug distribution and illegal weapons possession. The arrest was first reported by Punto Norte.
