A Baja California court has ordered three men to stand trial for the murder of Ángel Pantoja Pantoja, the coordinator of the Homicide Unit at the State Attorney General’s Office (FGE) in Ensenada. Two other suspects initially detained in the case were released after a preliminary hearing.

The three defendants face charges of criminal association and aggravated homicide. A judge found sufficient evidence to bind them over for trial, while ruling that prosecutors had not presented enough to hold the remaining two men.

Senior Investigator Targeted

Pantoja Pantoja held one of the most sensitive positions in Baja California law enforcement. As head of the FGE’s Homicide Unit in Ensenada, he oversaw investigations into killings across the municipality, a city of roughly 540,000 people that has experienced persistent cartel violence in recent years.

The killing of a senior homicide investigator within the state’s own prosecution office is rare even by Baja California’s standards. It raises pointed questions about the security of officials who work organized crime cases and the reach of criminal groups into the justice system itself.

Violence Against Officials in Baja California

Ensenada, located about 80 miles south of the U.S. border, has seen a string of high-profile violent incidents. In July 2024, gunmen assassinated Minerva Pérez, head of the state fishing industry chamber, in the port city. In 2023, a mass shooting at an off-road racing event near San Vicente, south of Ensenada, killed 10 people including three Americans.

The targeting of a prosecutor’s office official fits a broader pattern across Mexico in which organized crime groups attack investigators, judges, and police commanders to disrupt cases or send a message of impunity. Baja California’s FGE has faced scrutiny over both its capacity to solve homicides and its ability to protect its own personnel.

Court Proceedings Continue

Five men were originally detained in connection with the case. The court’s decision to release two of them does not necessarily mean they are cleared of involvement. Under Mexico’s criminal justice system, prosecutors can continue investigating and potentially refile charges if new evidence emerges.

The three defendants who were bound over will now await a full trial. No timeline for trial proceedings has been announced. The case remains under investigation by the FGE.
