Baja California state security forces arrested a 29-year-old man wanted on an aggravated homicide warrant in Tijuana’s Colonia Chihuahua, seizing firearms, drug doses, and tactical equipment during the operation.

José Paulino, a native of Jalisco, was detained on Calle Leandro Valle after the Fuerza Estatal de Seguridad Ciudadana (FESC), Baja California’s state security force, responded to an anonymous tip received through the 089 crime reporting hotline. Officers found him in possession of weapons, packaged drugs, and tactical gear.

Wanted on Homicide Warrant

Authorities said José Paulino was the subject of an active arrest warrant for aggravated homicide. Investigators also suspect he served as the leader of a criminal cell operating in the Tijuana area, though officials did not specify which organization he is alleged to have ties to.

Colonia Chihuahua sits in Tijuana’s eastern zone, a densely populated area that has seen periodic security operations in recent years. The neighborhood is roughly five miles from the San Ysidro border crossing.

Anonymous Tip Led to Arrest

The arrest was the direct result of a citizen report to the 089 hotline, an anonymous tip line operated by state authorities across Mexico. Callers can report suspected criminal activity without providing personal information. FESC officials pointed to the case as an example of the hotline producing actionable leads.

The combination of firearms, drugs, and tactical equipment found during the arrest is consistent with organized crime activity. Tactical gear, which can include ballistic vests, communication radios, and load-bearing equipment, is commonly associated with cartel operatives in Baja California.

Broader Security Context in Tijuana

The arrest comes during a period of heightened law enforcement activity in Tijuana. Separately, U.S. federal authorities recently unsealed narco-terrorism charges against René Arzate-García, alleged Sinaloa Cartel plaza boss for the entire state of Baja California, and announced $5 million rewards for information on him and his brother Alfonso. That case, announced in San Diego on February 26, targeted the cartel’s broader drug trafficking infrastructure across the border region.

José Paulino’s arrest has not been publicly linked to that federal investigation. He was turned over to state prosecutors for processing on the homicide warrant. No further details about the specific charges or a court date have been released.
