A Fuerza Estatal de Seguridad Ciudadana (FESC) agent repelled an armed attack in Tijuana’s Florido neighborhood after gunmen shot a 48-year-old man on Boulevard Josefa Ortíz de Domínguez. The victim, identified only as José Manuel, was struck in the ankle during the incident in the Florido Primera Sección area of eastern Tijuana.
According to witnesses, the state security agent was already present at the scene when the shooting began. The FESC officer engaged the attackers directly, forcing them to flee. FESC is Baja California’s state-level citizen security force, responsible for policing and public safety operations across the state.
Victim Treated for Ankle Wound
José Manuel, 48, received medical attention for a gunshot wound to his ankle. Authorities have not released his full name or disclosed whether the attack was targeted. No information has been made public about the identity or number of attackers involved.
The shooting took place on Boulevard Josefa Ortíz de Domínguez, a main road running through Florido Primera Sección. This residential district sits in eastern Tijuana, roughly 12 miles southeast of the San Ysidro border crossing. The area is home to large housing developments and is a common transit corridor for commuters heading to and from the border.
Tijuana’s Ongoing Security Challenges
The incident adds to a pattern of armed violence in Tijuana that has kept the city among Mexico’s most dangerous. In recent months, the security situation in Baja California has drawn international attention. In October 2025, drones carrying homemade explosives struck the Baja California Attorney General’s Anti-Kidnapping Unit in Playas de Tijuana, prompting the U.S. Consulate to issue a security alert. Armed men also attacked two of the attorney general’s facilities in September, setting fire to patrol vehicles in both Tijuana and Ensenada.
The active intervention by the FESC agent in Florido stands out as a case where state security personnel were positioned to respond immediately. Baja California has expanded FESC deployments across Tijuana’s eastern neighborhoods in recent years as the state government works to address cartel-related violence.
Florido Primera Sección, while primarily residential, has experienced periodic security incidents tied to organized crime activity in eastern Tijuana. Authorities have not confirmed whether the attack on José Manuel was connected to any criminal organization.
