Baja California prosecutors rescued 15 malnourished dogs from a residence in Tijuana’s Cañón del Sáenz neighborhood on April 22 after an anonymous tip exposed a man posing as an animal rescuer to collect donations on Facebook.

The Fiscalía General del Estado (FGE), Baja California’s state attorney general’s office, executed a search warrant at the home after neighbors called the 089 anonymous tip line. Agents from the FGE’s specialized unit for environmental crimes and animal cruelty found the dogs confined in filthy, cramped cages. The animals showed visible signs of malnutrition, skin diseases, and parasite infestations.

Fake Rescue Operation Used Facebook for Donations

According to investigators, the suspect had been using Facebook to solicit cash donations, claiming he rescued stray dogs and needed money for food and medicine. The FGE said the anonymous tip was later confirmed by an independent rescuer who reported the dogs’ poor health conditions.

FGE head Ma. Elena Andrade Ramírez ordered the animals placed under immediate protective custody. The 15 dogs, of various breeds, are now receiving veterinary care. The investigation into the suspect for animal cruelty charges remains open.

Tougher Penalties Now in Effect

The raid comes after Baja California’s state congress recently approved prison sentences of up to eight years for animal abuse, a sharp increase from previous penalties. The FGE said these operations aim to crack down on people who exploit animals under the cover of activism.

Authorities urged residents to report suspected animal abuse through the 089 tip line, which allows callers to remain anonymous. The FGE said public participation is essential to combating animal cruelty across the state. Cañón del Sáenz sits in Tijuana’s eastern hills, an area where informal rescue operations sometimes operate outside any regulatory oversight.
