Baja California state prosecutors raided the ANM Motors dealership on Avenida Constitución in downtown Tijuana on Tuesday as part of a growing fraud investigation. The operation came one day after a similar raid on the same company’s branch in Mexicali, where seven people were arrested.
At least 42 buyers have filed complaints with the Fiscalía General del Estado (FGE), the state attorney general’s office, reporting they paid down payments of 20,000 pesos (roughly $1,000 USD) or more for vehicles that were never delivered. That number rose from 38 complaints just one day earlier, and prosecutors expect additional victims to come forward.
Raids Span Two Cities in Two Days
During Monday’s operation in Mexicali, authorities arrested seven people connected to the dealership. In Tuesday’s Tijuana raid, investigators seized computers and company documents from the Avenida Constitución location. The Tijuana branch remains under ministerial authority as the investigation continues.
Avenida Constitución is one of downtown Tijuana’s main commercial corridors, running parallel to the tourist-heavy Avenida Revolución. The street is home to dozens of car dealerships, auto parts shops, and service centers.
Alleged Scheme May Be Larger Than First Reported
A separate report from Uniradio Informa identified a related fraud operation under the name DLux at the same Tijuana location. Victim Griselda García Torres told the outlet that when prosecutors inspected the plaza where the company operated, the offices were no longer functioning. She said she considers it unlikely victims will recover their money but hopes arrests will prevent further fraud.
The rapid pace of the investigation, with back-to-back raids in two cities and a complaint count climbing daily, points to an operation that spanned both of Baja California’s largest metro areas. Prosecutors have not publicly named the individuals arrested in Mexicali or disclosed the total amount of money involved.
How to File a Complaint
Anyone who made a down payment at ANM Motors in Tijuana or Mexicali and never received a vehicle should file a formal complaint (denuncia) with the FGE. Victims should gather all receipts, contracts, and written communications with the dealership before contacting prosecutors.
