A mother in Ensenada has filed a rape complaint with the Baja California Attorney General’s Office (FGE) after her daughter was allegedly sexually assaulted by an outsider on the campus of CBTIS 41, a federal technical high school in the city.

The mother reported that a person with no affiliation to the school gained access to the campus and assaulted her daughter. She filed a formal complaint with the FGE, and the case is now under active investigation. She also reported the incident to the Baja California Secretary of Education.

School and State Response Draw Criticism

According to the mother, the school’s principal, identified as Seferino, and state education officials have offered only limited alternatives in response to her complaint. The mother has expressed frustration with what she describes as an inadequate institutional reaction to a serious crime committed on school grounds.

CBTIS 41 is a Centro de Bachillerato Tecnológico Industrial y de Servicios, a type of federally run vocational high school common across Mexico. These schools operate under the federal Secretariat of Public Education (SEP) but coordinate with state education authorities. The Ensenada campus serves hundreds of students in the city’s urban core.

Campus Security Questions

The case raises pressing questions about how an unauthorized individual was able to enter a public high school campus. Mexican public schools typically have controlled entry points, but enforcement varies widely from campus to campus. Security protocols at federal schools like CBTIS campuses fall under shared responsibility between the school administration and federal education authorities.

Ensenada, a port city of roughly 520,000 people located about 80 miles south of the U.S. border, is home to a sizable international community. Many expat families with school-age children live in the city and surrounding areas.

The FGE has not released further details about the suspect or the status of the investigation. No arrest has been publicly announced. The Baja California Secretary of Education has not issued a public statement regarding the incident as of this report.
