State investigators arrested an active-duty Mexicali municipal police officer on femicide charges nearly a month after a 43-year-old woman was shot and killed in front of her daughter.

The Baja California Attorney General’s Office (Fiscalía General del Estado, or FGE) confirmed that agents from the Agencia Estatal de Investigación (AEI) detained Luis Mario “N,” an officer assigned to Mexicali’s public safety directorate. He is accused of driving the gunman to the scene of the attack and helping him escape afterward.

Shooting on the Night of June 11

According to the FGE, the attack took place on the night of June 11. Luis Mario allegedly arrived at the location in a gray silver Hyundai Sonata with an unidentified second individual. That second person exited the vehicle and shot Selene Agramont, 43, multiple times while her daughter was present.

Agramont was transported to a medical facility but died from her injuries. The FGE classified the killing as femicide, a legal designation in Mexican law for the murder of a woman based on gender-related circumstances. The charge carries heavier penalties than standard homicide under Baja California’s penal code.

Officer Now Before a Judge

Luis Mario has been brought before a judge and is awaiting formal charges. His arrest came after weeks of investigation by state authorities, not the Mexicali municipal police force where he served.

The shooter has not been identified and remains at large. The FGE said the investigation is ongoing.

This is not the first time a Mexicali municipal officer has faced serious criminal charges in recent weeks. In a separate case reported in early July, a 28-year-old active-duty Mexicali officer was arrested in the Mexicali Valley after authorities caught him with narcotics. That officer allegedly claimed ties to “Los Rusos,” an enforcement cell operating in the agricultural region south of the city.

Femicide Charges in Baja California

Mexico recorded roughly 1,000 femicides nationally in 2021, and the crime remains a persistent issue across the country. Baja California has grappled with high-profile cases involving law enforcement in the past. In Tijuana, a police officer named Alina Narziso was imprisoned after killing her boyfriend, a fellow officer who had abused her, in a case that drew national attention to gender-based violence within police forces.

The FGE stated it remains committed to prosecuting crimes against women. For Mexicali, a border city of roughly 1.1 million people just south of Calexico, California, the arrest of an active officer in a targeted killing adds to scrutiny of the municipal police department’s ranks.
