Mexicali Public Safety Director Luis Felipe Chan Baltazar defended officers involved in a May 30 street brawl with civilians, saying they followed protocol and will not face disciplinary action. Video of the confrontation spread widely on social media, drawing public scrutiny of officer conduct in Baja California’s capital city.

The incident began when traffic police tried to stop a vehicle without license plates. The driver fled, and a confrontation with bystanders quickly escalated into a physical fight. Six people were detained, including a woman and a 17-year-old minor. All six were referred to the Fiscalía General del Estado (FGE), the state attorney general’s office.

Police Chief Says Officers Showed Restraint

Chan Baltazar said officers absorbed blows while waiting for backup rather than drawing batons or firearms. He cleared all officers of protocol violations after reviewing the incident.

The defense came after the video prompted sharp criticism on social media, with viewers questioning whether officers used excessive force during the altercation. Chan Baltazar pushed back on that interpretation, arguing the footage actually showed officers exercising restraint under pressure.

Traffic Stop Escalation Common in Mexicali

Unplated vehicles are a frequent source of traffic stops in Mexicali, where temporary permits and missing plates can lead to confiscation of a vehicle. Drivers who flee from traffic police risk escalating a routine stop into a more serious legal situation. In this case, the confrontation drew multiple bystanders who joined the physical altercation.

Mexicali, located directly across the border from Calexico, California, has a population of roughly one million. The city’s police force has faced periodic scrutiny over use of force, and viral videos of officer interactions have become a regular flashpoint for public debate in recent years.

The six detained individuals now face potential charges through the state attorney general’s office. Chan Baltazar did not specify what charges may be filed but confirmed that the matter is under investigation by the FGE.
