A man identified as Svarog “N” is being held in preventive detention in Ensenada after prosecutors linked him to a case involving two mutilated cats found in a foam cooler. The Baja California Attorney General’s Office (FGE) secured a formal binding to process on charges of animal abuse and cruelty.
According to the investigation, the suspect left a residence in the Colinas del Sauzal subdivision at approximately 5:24 a.m. on May 10. He approached his vehicle and removed a foam cooler from the passenger side. Inside, authorities found the remains of two mutilated cats: one dismembered black domestic cat and another with mutilated limbs.

The cooler was reportedly left with its lid loosely placed, visible to residents and passersby. Neighbors discovered the scene and reported it to authorities. The Ensenada Regional Prosecutor’s office, working through its Mass Case Processing Unit, built the case that led to formal charges.
A judge ordered preventive detention for the suspect, meaning he will remain jailed while the case proceeds through the courts. That decision typically indicates prosecutors argued the suspect posed a flight risk or that the alleged act was serious enough to warrant pre-trial custody. Under Mexican law, the suspect’s full last name is withheld during proceedings.
Baja California Tightening Animal Cruelty Laws
The case comes as Baja California’s state Congress has been working to strengthen animal protection statutes. In March, legislators reported progress on reforms that would expand punishable conduct related to animal cruelty and create a State Registry of Animal Aggressors. The proposed reforms outline penalties ranging from one to five years in prison for lower-severity cases and three to eight years for more severe cruelty.
The registry would track people with final convictions for animal abuse, a tool aimed at preventing repeat offenders from adopting or acquiring animals. Animal cruelty enforcement has historically been inconsistent across Mexico, though Baja California has moved in recent years to treat such cases more seriously.
Colinas del Sauzal is a residential subdivision located in the El Sauzal area north of downtown Ensenada, along the coastal corridor that connects to Rosarito and Tijuana. The neighborhood is home to a mix of Mexican families and some foreign residents.
