Man Arrested After Threatening Guard at Tijuana Teacher College

Tijuana municipal police arrested a 24-year-old man on March 23 after he entered the Escuela Normal Fronteriza de Tijuana, a teacher training college, and threatened a female security guard with sexual assault. The suspect, identified only as Emmanuel, approached the guard at the institution’s security booth and made explicit threats before officers detained him on the campus.

Guard Called 911 From Security Booth

The security guard immediately dialed 911 after Emmanuel made the threats. Tijuana municipal police responded to the campus and took the suspect into custody at the scene. Officers then transferred him to the FGE (Baja California’s state attorney general’s office) for processing and formal charges.

The Escuela Normal Fronteriza de Tijuana is a public teacher training college located in the Mariano Matamoros area of eastern Tijuana, roughly 10 miles southeast of the San Ysidro border crossing. The institution trains future primary and secondary school teachers, and its campus sees daily foot traffic from students and faculty.

Campus Security and Emergency Response in Tijuana

The quick arrest in this case points to the role private security guards play at Tijuana’s public institutions. Many schools, hospitals, and government buildings in the city contract private guards to monitor entry points, yet those guards often work alone during off-peak hours. In this instance, the guard’s ability to reach 911 and receive a rapid police response likely prevented the situation from escalating.

Tijuana’s municipal police have stepped up patrols near schools and public institutions over the past year. The city’s Dirección de Seguridad Ciudadana, which oversees local police operations, has periodically stationed officers near education centers in high-traffic zones along Boulevard Lázaro Cárdenas and the Zona Río area.

Emmanuel remains in FGE custody pending formal charges. The investigation will determine whether prosecutors pursue sexual threat or attempted sexual assault charges under Baja California’s penal code, according to Punto Norte.
