police arrest, man in cuffs

Ensenada tourist police arrested a man wanted for aggravated residential burglary on June 4 after officers caught him dumping trash in a downtown arroyo. The routine littering stop turned into a felony arrest when a standard identity check revealed an active warrant.

A Morning Patrol Near Boulevard Costero

Officers were conducting a preventive patrol at 9:20 a.m. when they spotted the man throwing garbage into the arroyo near the intersection of Boulevard Costero and Mar Poniente, in Ensenada’s Centro district. The area sits along the city’s coastal corridor, close to the tourist zone and popular waterfront restaurants.

Dumping trash in public spaces violates Article 162, Section 9 of Ensenada’s Municipal Police and Government Code. Officers approached the man to cite him for the infraction.

Identity Check Reveals Outstanding Warrant

During the stop, police ran a routine identity check. The system flagged an active arrest warrant for aggravated residential burglary, known in Mexican law as “robo a casa habitación con agravantes.” Officers detained the man on the spot.

Ensenada’s tourist police, or Policía Turística, patrol the downtown coastal corridor and areas frequented by visitors. The unit handles both minor infractions and more serious incidents in the Centro zone. Boulevard Costero runs parallel to the waterfront and connects several of the city’s main commercial and tourist areas, including the fish market and the cruise ship terminal.

What This Means for Residents

The Centro district is home to a growing number of foreign residents who rent or own property near the waterfront. Residential burglary remains a common property crime in Ensenada’s urban core. This case shows that municipal police do enforce littering laws, and that even minor stops can lead to the capture of suspects with outstanding warrants.

Littering fines under Ensenada’s municipal code can reach several hundred pesos, though exact amounts vary based on the severity of the violation. The man now faces prosecution on the burglary warrant in addition to the littering citation.
