State security forces arrested a suspected homicide fugitive known as “El JP” in Playas de Rosarito on Saturday, June 13, after officers spotted him causing a public disturbance in the Ampliación Mazatlán neighborhood.

Officers from the Immediate Reaction Group, part of the Fuerza Estatal de Seguridad Ciudadana (FESC), Baja California’s state security force, moved in at 4:44 p.m. on Calle Gustavo Díaz Ordaz. The suspect had been a fugitive from Baja California justice for nearly a year before the arrest.

Intelligence Links Suspect to Violence Cell

According to state intelligence reports, “El JP” is linked to a violence cell involved in rival executions, illegal detention, and weapons trafficking. Authorities had been tracking the suspect through intelligence operations before the encounter on Saturday.

The arrest came about after officers on patrol recognized the man while he was creating a disturbance on a public street. Ampliación Mazatlán sits in the southern portion of Rosarito, a coastal city located roughly 20 miles south of the U.S. border crossing at San Ysidro.

Rosarito’s Role in Regional Security Operations

Rosarito and the broader Tijuana to Ensenada corridor have been a focus of state and federal security operations for years. The coastal highway connecting the two larger cities passes directly through Rosarito, making it a transit point for both legal commerce and criminal activity.

The FESC was established to coordinate state-level policing across Baja California, deploying specialized units like the Immediate Reaction Group to carry out high-priority arrests. The force operates alongside municipal police departments in cities like Rosarito, Tijuana, and Ensenada.

Rosarito is home to a sizable community of American and Canadian expats and retirees, many of whom live in beachfront condominiums and gated communities along the free road between Tijuana and Ensenada. The city also draws weekend visitors from Southern California year-round.

Suspect Faces State Charges

“El JP” faces outstanding state charges related to homicide. Authorities have not released the suspect’s full legal name. The case is expected to proceed through Baja California’s state court system.

The arrest is the latest in a series of fugitive captures in the Rosarito area. In recent years, both Mexican and U.S. law enforcement agencies have apprehended suspects in the city on charges ranging from homicide to weapons offenses.
