A municipal police officer in Ensenada was shot and killed Tuesday morning while sitting in a patrol vehicle on Calle Novena in the Obrera neighborhood. The officer, identified by authorities only as a member of the Policía Municipal, was ambushed by armed individuals who opened fire on the unit before fleeing the scene. Ensenada sits along a key Pacific coast smuggling route that feeds into Tijuana and eventually across the U.S. border at San Ysidro. The Sinaloa Cartel and Cartel Jalisco Nueva Generación (CJNG) have competed for control of this corridor for years. That competition has increasingly drawn local police into the crossfire, particularly in working-class neighborhoods like Obrera where trafficking cells operate.
The Obrera neighborhood, located in central Ensenada just blocks from the tourist waterfront zone along Boulevard Costero, is a dense residential and commercial area. Calle Novena runs roughly parallel to the main avenues that connect downtown Ensenada to the port and cruise ship terminal. The attack took place around 8:30 a.m., according to initial reports, when foot traffic and morning commerce were already underway.
Ensenada’s municipal police force has roughly 450 active officers serving a metro area population of over 540,000, a ratio that falls well below the recommended international standard of one officer per 250 residents. Budget constraints at the municipal level have limited both recruitment and retention. The Baja California state government under Governor Marina del Pilar Avila Olmeda has pledged increased coordination between state and municipal forces, but operational details of that cooperation remain sparse.
FGE Opens Homicide Investigation as Mayor Promises Response
The FGE, Baja California’s state attorney general’s office, confirmed it opened a homicide investigation within hours of the shooting. Forensic teams processed the scene on Calle Novena while state ministerial police secured a perimeter extending several blocks. Shell casings from at least two firearms were recovered at the scene, according to local reports.
Ensenada Mayor Armando Ayala Robles issued a statement Tuesday calling the attack “a cowardly act against those who protect our city.” Ayala pledged cooperation with state and federal authorities but did not announce specific new security measures.
