Ensenada Man Formally Charged in Cat Dismemberment Case

A judge in Ensenada ordered pretrial detention for Svarog Méndez Kotkoff, a veterinary student accused of dismembering cats and abandoning their remains on a public sidewalk in the Colinas del Sauzal subdivision.

The Baja California FGE (Fiscalía General del Estado, or State Attorney General’s Office) arrested Méndez Kotkoff on May 22 at 5:00 p.m. after obtaining both an arrest warrant and a search warrant for a home on Colinas Tecate. A judge formally charged him with animal cruelty and abuse on the same day, granting prosecutors a three-month period for supplementary investigation.

What Happened on May 10

According to the Ensenada Regional Prosecutor’s Office and the Mass Case Processing Unit, the incident occurred around 5:24 a.m. on May 10. Investigators say the suspect left a residence in the Colinas del Sauzal neighborhood, walked to a red Ford Focus, opened the passenger-side door, and removed a foam cooler. He then placed the cooler on the sidewalk near a neighboring home.

Inside the cooler, authorities reported finding one dismembered black domestic cat and another cat with mutilated limbs. The discovery triggered immediate outrage in the community and across social media.

Suspect Identified as Veterinary Student

Multiple Mexican outlets have identified Méndez Kotkoff as a veterinary student. Social media users linked him to Universidad Xochicalco Ensenada, and residents have called for his expulsion and a permanent ban from practicing veterinary medicine. His family issued a public statement distancing themselves from his actions.

Following his arrest, new allegations have emerged. Ana Daniela García Salgado, president of the Environment and Animal Protection Commission on Ensenada’s city council, said additional cases of animal cruelty may be connected to the suspect. On May 24, authorities conducted a search of his home after neighbors reported hearing cat sounds coming from the property.

Separate Incident Raises Broader Alarm

The arrest comes during a period of heightened concern over attacks on cats in Ensenada. On May 13, a cat was found dead and impaled on a wooden post in the Costa Bella neighborhood. That discovery prompted a police response and protests from animal rights groups. Authorities have not established any connection between the Costa Bella incident and Méndez Kotkoff’s case.

The Ensenada Citizens’ Council for Animal Protection and Dignity demanded a thorough investigation and called for an exemplary punishment. Méndez Kotkoff remains in pretrial detention while prosecutors build their case over the next three months.
