Tijuana firefighters and lifeguards rescued a woman trapped under concrete debris Friday night after a terrace collapse at a beachfront building in Playas de Tijuana sent her falling roughly four meters (13 feet) onto the sand below.
15 Responders Deployed to El Farallón Beach
The incident occurred around 10 p.m. on Friday, March 21, near El Farallón in the Playas de Tijuana coastal district. The woman had been on a terrace at the Océano 21 residential building when the concrete slab fractured beneath her. She fell approximately four meters and became trapped under rubble on the beach.
After a 911 call, a contingent of 15 emergency personnel from Tijuana’s fire department and lifeguard division responded to the scene. Crews used specialized extraction tools to free the woman, whose ankle was pinned under fallen concrete. Once freed, paramedics from Cruz Roja Tijuana (Red Cross Tijuana) provided initial treatment and transported her to a nearby hospital for evaluation.
Injuries Reported as Minor
The woman sustained crush injuries to her ankle and abrasions but was reported in stable condition. Multiple Spanish-language outlets initially identified her as a 45-year-old American citizen, though emergency officials focused on the rescue operation rather than confirming her nationality in public statements.
Playas de Tijuana sits along the Pacific coast just south of the U.S. border, a short drive from the San Ysidro crossing. The neighborhood is popular with both Mexican residents and cross-border visitors who frequent its beachfront restaurants, surf breaks, and the iconic border fence that extends into the ocean at Friendship Park. Océano 21 is one of several multi-story residential buildings lining the coast in this area.
Tijuana has faced repeated structural problems with coastal and hillside buildings. In April 2023, an apartment building in the La Sierra neighborhood slid off its rain-softened foundation and collapsed onto a car dealership below, drawing national attention. Coastal erosion and salt air corrosion add stress to beachfront structures, and older buildings in the Playas district have faced questions about maintenance and inspection.
Authorities have not yet announced whether a formal structural investigation of Océano 21 will follow the collapse. Cruz Roja confirmed the woman was alert during transport to the hospital, according to Punto Norte and Semanario ZETA.
