Loreto residents can turn their taps back on without worrying about rationing. The city’s water utility announced it has ended the rotating supply cuts that affected neighborhoods across the historic downtown and surrounding colonias for months, after water levels at the San Javier dam recovered enough to restore normal service.
San Javier Dam Recovery Ends Months of Rotating Cuts
The restrictions began earlier this year when water levels at the Presa de San Javier, the primary reservoir feeding Loreto’s municipal supply, dropped to critical levels. OOMSAPAL, Loreto’s municipal water authority (Organismo Operador Municipal del Sistema de Agua Potable, Alcantarillado y Saneamiento de Loreto), responded by implementing a rotating schedule. Different neighborhoods received water on alternating days rather than continuously.
For a small city of roughly 20,000 residents that also hosts a steady stream of tourists and a growing population of part-time foreign residents, the cuts created daily headaches. Households had to plan laundry, cooking, and showers around their assigned water days. Restaurants and hotels worked with storage tanks, or tinaco systems, that many properties already rely on.
The pattern is familiar across Baja California Sur. Water scarcity has been a recurring theme in the state for years. CONAGUA, Mexico’s national water commission, has classified much of the peninsula as arid to semi-arid, and the region receives an average of just 150 to 200 millimeters of annual rainfall. Municipal systems throughout the state depend heavily on a combination of aquifer extraction and small dam reservoirs that are vulnerable to drought cycles.
La Paz, the state capital roughly 360 kilometers south, has faced its own water crisis. The city’s aquifer has shown saltwater intrusion due to over-extraction, prompting the state government to invest in a desalination plant project. Los Cabos, at the southern tip, has leaned on desalination since 2006 through its OOMSAPAS utility (the Los Cabos municipal water operator) to meet demand from resorts and residential growth.
Loreto’s situation differs because the city’s supply still relies on surface water from the San Javier dam and local wells. Unlike Los Cabos, Loreto does not currently operate a desalination facility. That makes the city more exposed to seasonal rainfall patterns and drought.
Recent Rains Refilled the Reservoir Serving 20,000 Residents
The turnaround came after recent rains in the Sierra de la Giganta, the mountain range west of Loreto where the San Javier watershed originates. The dam collected enough runoff to bring water levels above the threshold OOMSAPAL uses to determine whether rationing is necessary. The utility confirmed the return to normal supply in a public announcement, though it did not specify exact reservoir levels or percentages.
OOMSAPAL urged residents to continue conserving water despite the lifted restrictions. The utility’s statement emphasized that Loreto’s water supply remains limited by geography and climate, and that responsible use helps extend the period before rationing might return.
This cycle of restriction and recovery is not new for Loreto. The city experienced similar rationing periods during dry spells in previous years. The pattern tends to follow the same arc: low rainfall through winter and spring depletes the reservoir, summer or early fall tropical moisture replenishes it, and the utility adjusts service accordingly.
Property Owners and Visitors Should Plan for Future Dry Spells
Loreto’s Nopoló corridor, developed by FONATUR (Mexico’s national tourism development fund) starting in the 1970s as one of five planned resort destinations, has seen renewed real estate interest from American and Canadian buyers. The Loreto Bay development, the Villages at Loreto Bay community built beginning in 2006, and newer projects along the corridor all depend on OOMSAPAL’s municipal supply or private wells.
Property owners in those areas benefit from installing adequate water storage. A standard 1,100-liter tinaco on the roof costs between 2,000 and 4,000 pesos (roughly $110 to $220 USD) and can bridge a 24-to-48-hour gap during rationing. Larger cisterna systems buried underground can store 5,000 liters or more. Many longtime Loreto homeowners already have both.
Hotels and short-term rental operators along the malecón and in the centro histórico generally maintain their own reserves, but visitors during rationing periods may notice lower water pressure or brief interruptions, particularly at smaller posadas and budget accommodations.
OOMSAPAL has not announced a timeline for infrastructure upgrades or any desalination study, so the city’s water supply will continue to depend on rainfall in the Sierra de la Giganta for the foreseeable future.
