Agúndez Cervantes chairs the Permanent Committee on Ecology and Environment in the BCS state legislature. He organized the forum to address how the state coordinates its response to natural disasters, including hurricanes, flooding, and seismic events.
Why Civil Protection Matters in BCS
Baja California Sur faces a recurring hurricane season each year from June through November. La Paz, Los Cabos, and smaller communities along the coast have experienced major storm damage in recent years. Hurricane Norma struck the region in October 2023, causing widespread flooding in La Paz and forcing evacuations across the southern tip of the peninsula.
The forum is expected to focus on how municipalities coordinate evacuations, issue public alerts, and deploy resources during emergencies. Civil protection planning in Mexico falls under a national system, but state and municipal authorities handle on-the-ground operations during disasters.
Second Year for the Forum
This is the second edition of the event, building on a forum held in 2025. The gathering gives officials from across the state’s five municipalities a chance to review protocols and identify gaps in emergency readiness. For La Paz, which serves as the state capital and has a population of roughly 300,000, coordination between city and state agencies is critical during fast-moving weather events.
Residents and visitors in BCS rely on civil protection officials for storm warnings, shelter locations, and road closure updates. The state’s Protección Civil agency operates alongside federal agencies like CONAGUA (the National Water Commission), which tracks tropical storms and issues weather advisories.
