Two vertical housing projects in Ensenada aim to deliver more than 3,000 new homes across the Lomas de la Presa and El Roble neighborhoods. The larger development, called Lomas de Ensenada, would account for roughly 3,000 units, while the smaller Estación Costera project in El Roble would add 128 homes.

Units in both developments are estimated at around 700,000 pesos (approximately $35,000 USD). Monthly mortgage payments will include condominium maintenance fees, though exact amounts have not been disclosed.

Infrastructure Must Come First

The Lomas de Ensenada project in the Lomas de la Presa area faces significant infrastructure hurdles before construction can begin. Developers must build a wastewater treatment plant and establish a potable water connection to the site. Ensenada has long dealt with water supply constraints, making these requirements a potential bottleneck for the timeline.

The Estación Costera project in El Roble is on a faster track. That site already has water, drainage, and electricity service in place. Developers are coordinating with Infonavit, Mexico’s federal worker housing fund, to move the 128-unit project forward.

Zoning and Traffic Rules Apply

Both developments must comply with local zoning regulations that cap residential land use at 60% of total project area. The remaining 40% is reserved for green space and roads. Developers are also required to submit traffic impact studies before receiving final approval.

For context, Ensenada sits about 80 miles south of the U.S. border at Tijuana along the Transpeninsular Highway. The city’s population has grown steadily in recent years, and vertical housing represents a shift from the single-family developments that have dominated the market. The Lomas de la Presa area lies in the eastern part of the city, while El Roble is a more established zone with existing utility connections.

The combined 3,128 units would represent a significant addition to Ensenada’s housing stock, particularly at the 700,000-peso price point, which targets working-class and lower-middle-class buyers who qualify for Infonavit loans. No construction start dates have been announced for either project.
