Tijuana’s water utility opened a new customer service center in the Urbi Quinta del Cedro neighborhood on June 5, giving residents in the city’s fast-growing eastern corridor a closer option for paying bills and resolving account issues.
The Comisión Estatal de Servicios Públicos de Tijuana (CESPT) located the new office inside Plaza El Florido, a commercial center already well known to residents of the surrounding area. CESPT Director Mónica Vega Aguirre attended the inauguration and said the agency now operates 17 service centers across its coverage area, which includes both Tijuana and Playas de Rosarito.
Services Available at the New Office
The El Florido location offers the same services as other CESPT offices. Customers can pay water and sewer bills, sign new service contracts, resolve billing disputes, and complete other account paperwork. CESPT also accepts payments at OXXO convenience stores and online, but contract changes and account corrections typically require a visit to a service center.
Eastern Tijuana neighborhoods like El Florido, Urbi Quinta del Cedro, and surrounding colonias have grown rapidly in recent decades. Many of these areas sit 30 to 45 minutes from CESPT’s main headquarters on Boulevard Federico Benítez López in the Zona Río area of central Tijuana. For residents without cars, the trip could take even longer by public transit.
Expansion Across the Region
The new El Florido center is part of a broader push to decentralize CESPT services. Vega Aguirre noted that another location recently opened in the Constitución neighborhood of Playas de Rosarito, the beach city about 20 miles south of central Tijuana. CESPT is the sole provider of water and sewage services for both municipalities, serving a combined metro population of roughly two million people.
CESPT’s main office on Boulevard Federico Benítez López is open Monday through Friday from 7 a.m. to 5 p.m. and Saturdays from 8 a.m. to 3 p.m. Hours at satellite locations can vary, so residents should confirm schedules before visiting the El Florido center. The utility’s customer service hotline is (664) 622-6000.
