The Comisión Estatal de Servicios Públicos de Tijuana (CESPT), the public water utility serving Tijuana and Playas de Rosarito, is offering residential customers an automatic 15% discount on their fourth water bill when they pay three consecutive bills on time.
The discount requires no application, no extra paperwork, and no visit to a CESPT office. Customers with domestic accounts who maintain three consecutive on-time payments will see the 15% reduction applied automatically to their fourth bill.
How the Discount Works
CESPT’s system tracks payment history for each residential account. Once three consecutive bills are paid by their due dates, the utility applies the discount to the next billing cycle. The process then resets, meaning customers who continue paying on time can earn the discount repeatedly.
CESPT official Vega Aguirre urged residents with domestic accounts to take advantage of the incentive. The program applies to all residential customers in both Tijuana and Playas de Rosarito who keep their accounts current.
Other Ways to Save on Water Bills
CESPT also offers annual and semi-annual prepayment plans each January and February. These plans let customers pay for a full year or six months of water service upfront at a reduced rate. Customers interested in those options will need to watch for the enrollment window at the start of the year.
For residents unsure whether their account qualifies, CESPT provides several ways to check. The utility has a mobile app available for Android that lets users view their account balance without creating a login. Customers can also visit CESPT offices in person or check through affiliated payment centers throughout the Tijuana and Rosarito area.
Background on CESPT
CESPT is a decentralized public agency established in 1991 that manages drinking water distribution and sewage services across Tijuana and Playas de Rosarito. The utility serves hundreds of thousands of households and businesses in the region. Water bills in these municipalities are generally issued bimonthly, and payment options include online transfers, convenience stores, and in-person office visits.
Some properties in gated communities or developments along the Rosarito corridor are classified as commercial accounts by CESPT, even when used as residences. Homeowners in those areas should verify their account type to confirm they qualify for the domestic discount.
