A luxury surf and golf community targeting a 2026 opening inside the 3,000-acre Cabo Real master plan has already logged more than $50 million in homesite sales. Cabo Real Surf Club will feature North America’s first private wave basin, a Robert Trent Jones II championship golf course, and over 200 homes starting at $2.5 million. The project has not disclosed water sourcing plans, usage estimates, or conservation commitments, and Los Cabos water scarcity is already reshaping daily life for thousands of residents across the municipality.
Los Cabos Water Scarcity: Aquifer Decline and Rising Demand
The San José del Cabo aquifer, the primary freshwater source for the municipality’s roughly 350,000 permanent residents plus millions of annual tourists, has been in a state of official deficit for years. CONAGUA, Mexico’s national water commission, has classified it as overexploited, meaning extraction consistently exceeds natural recharge. A 2023 CONAGUA assessment found that extraction from the aquifer ran at roughly 130% of sustainable yield.
OOMSAPAS, the Los Cabos municipal water utility, supplies treated water to residential and commercial customers. But the utility has struggled with aging infrastructure, high rates of non-revenue water loss (estimated above 40% in some reports), and limited capacity to keep pace with the corridor’s construction boom. Colonias in San José del Cabo regularly experience low pressure or interrupted service during peak dry-season months from March through June.
Between 2018 and 2024, Los Cabos approved permits for thousands of new hotel rooms, residential units, and mixed-use developments along the Tourist Corridor and in the expanding periphery of both San José del Cabo and Cabo San Lucas. Each project adds cumulative demand to a system already operating beyond its limits. The municipality’s desalination plant in Cabo San Lucas, which came online in stages beginning around 2019, produces roughly 200 liters per second. That helps, but it covers only a fraction of total municipal demand, which OOMSAPAS has estimated at over 1,200 liters per second during peak periods.
Baja California Sur Governor Víctor Castro Cosío and municipal officials have repeatedly called for new desalination capacity, yet funding and construction timelines have lagged behind the pace of development. A second major desalination facility has been discussed for San José del Cabo, but as of mid-2025, ground has not been broken.
Wave Basins and Golf Courses Carry Heavy Water Footprints
Cabo Real Surf Club’s centerpiece is an Endless Surf pneumatic wave basin designed to produce hundreds of customizable waves per hour with rides up to 25 seconds and wave heights reaching seven feet. The technology recirculates water within the basin, but initial fills for commercial-scale wave pools typically require between 15 and 25 million gallons. Ongoing top-ups compensate for evaporation, splash-out, and filtration backwash. In a desert climate where daytime temperatures regularly exceed 35°C (95°F) from May through October, evaporation rates are significant.
Golf course irrigation in arid environments demands between 100 and 200 million gallons per year, depending on turf type and course acreage. Robert Trent Jones II courses in similar climates have used drought-tolerant grass varieties and recycled wastewater for irrigation. But developers have not confirmed whether Cabo Real Surf Club will rely on treated effluent, private wells, trucked water, or a combination. Luxury homes with pools, tropical landscaping, and high-end fixtures add further demand. At 200-plus residences, the compound effect is substantial.
Diego Sanchez Navarro, a partner in the Cabo Real master plan whose family acquired the land in 1983, has described the project as “the most exciting, next-gen community in the region.” Meriwether Companies, the Denver-based developer also building Coral Mountain Desert Club in La Quinta, California, has marketed the surf technology as sustainable. Yet neither partner has released water-use projections or identified the project’s water source on the public record.
New OOMSAPAS Leadership Faces Mounting Pressure
The timing is significant for another reason. Los Cabos recently saw the nomination of new leadership at OOMSAPAS, a position that carries direct responsibility for managing water distribution, enforcing conservation measures, and negotiating with large-scale developers over connection permits and usage caps. The incoming director inherits an institution under financial strain, with deferred maintenance on its pipe network and limited leverage over privately financed projects that can drill their own wells or build onsite treatment systems.
Private wells are common among high-end developments in the Tourist Corridor. They reduce pressure on OOMSAPAS infrastructure, but they draw from the same overexploited aquifer. Without strict metering and enforcement from CONAGUA, private extraction can accelerate aquifer decline while appearing, on paper, to leave the municipal system unaffected.
Residents in colonias like Santa Rosa, La Jolla, and parts of central San José del Cabo already ration water by storing it in tinacos and cisternas during overnight hours when pressure is slightly higher. Any increase in extraction from the San José aquifer, whether by OOMSAPAS or private wells, tightens supply for these neighborhoods first.
Construction at Cabo Real Surf Club is underway with a target opening in 2026. The project’s environmental impact assessment, or MIA, would be filed with SEMARNAT, Mexico’s federal environmental ministry, but its contents and any water-related conditions have not been made public. Residents and municipal officials will be watching whether transparency on water sourcing arrives before the wave basin fills.
