Baja California Sur has recorded at least 71 BCS power outages since May 31, with some neighborhoods losing electricity for up to five hours at a stretch. The state’s grid can generate only about 650 MW against peak demand of 750 MW, a deficit that has turned every summer since 2018 into a rolling blackout season. Governor Víctor Castro Cosío announced this week that CFE, Mexico’s federal electric utility, will deploy 116 MW of mobile generators to La Paz and Los Cabos, a stopgap he says will push available capacity above 800 MW.
A Grid Running at 65% Since 2018
Baja California Sur’s electricity troubles are not new. The peninsula’s southern half sits isolated from Mexico’s national grid, which ends at the border between the two Baja states. BCS relies entirely on local power plants, most of them aging fossil fuel units clustered around La Paz and Los Cabos.
On paper, the state has roughly 1,100 MW of installed capacity. In practice, only about 650 MW is operational at any given time, according to Jaqueline Valenzuela Meza, director of CERCA (the Center for Renewable Energy and Environmental Quality). That 65% availability rate reflects years of deferred maintenance, equipment failures, and slow federal investment in replacement infrastructure.
Until recently, CERCA relied on CENER (the National Center for Renewable Energy) for official outage data. Those reports stopped being published, so CERCA built its own resident reporting system. Through that tracker, available on CERCA’s website, residents log each blackout with a time stamp and location. The 71 incidents recorded over roughly four weeks represent only what people chose to report. Valenzuela Meza believes the true number is substantially higher.
Residents in La Paz’s Los Olivos neighborhood have endured outages lasting five hours this season. In prior summers, scheduled rationing cuts typically lasted 15 to 20 minutes, brief enough that most households could ride them out. The jump from planned 20-minute cuts to unplanned five-hour blackouts marks a sharp escalation in the crisis.
CERCA has also noticed a pattern on cloudy days. When cloud cover reduces output from the state’s solar installations, the already strained thermal plants cannot compensate, and the grid buckles. Outages have also been clustering more tightly in time, with multiple incidents hitting within the same week or even the same day.
116 MW of Mobile Generators Headed to La Paz and Los Cabos
At his weekly press conference, Governor Castro Cosío said CFE will install mobile generation units in both La Paz and Los Cabos. The 116 MW addition would theoretically bring available capacity to roughly 766 MW, above the 750 MW demand threshold. Castro Cosío described the meeting with CFE officials, from the superintendent based in Mexicali to local staff, as “very productive.”
The governor did not provide a specific installation date. Mobile turbine generators of this scale typically require weeks of site preparation, fuel supply arrangements, and grid interconnection work. Whether the units arrive before the hottest weeks of August remains unclear.
Castro Cosío also called on CFE to give residents advance notice before planned outages. “If service is going to be suspended, people should be able to prepare,” he said, adding that the utility should specify whether an interruption will last 15 minutes or an hour and explain its cause.
Spoiled Food, Lost AC, and Dead Home Offices
Five-hour outages in July heat carry real consequences. Daytime temperatures in La Paz and Los Cabos routinely exceed 38°C (100°F) this time of year. A home without air conditioning in that heat becomes dangerous for elderly residents and young children within two hours, according to Mexico’s civil protection guidelines.
Refrigerated food begins to spoil after four hours without power, per USDA food safety standards. Repeated outages compound the problem: each cycle of warming and re-cooling shortens the safe life of perishable groceries. Residents on social media have reported throwing away hundreds of pesos’ worth of food after back-to-back blackouts.
For anyone running a short-term rental property, unannounced outages mean angry guests, refund requests, and negative reviews. Remote workers lose connectivity mid-call. Medical equipment that requires constant power, like CPAP machines or oxygen concentrators, becomes unreliable without a backup battery or generator.
Surge protectors offer some defense against the voltage spikes that often accompany power restoration. Whole-house surge protectors, installed at the breaker panel, cost roughly 3,000 to 5,000 pesos ($170 to $285 USD). Portable gasoline generators capable of running a refrigerator and a few fans start around 8,000 pesos ($455 USD) at hardware stores in La Paz and Cabo San Lucas. Battery backup systems like the EcoFlow Delta or Bluetti AC200 cost more but run silently and require no fuel.
Residents can report outages through CERCA’s online tracker at cerca.org.mx. Logging each incident helps build the data set that CERCA uses to pressure CFE for transparency and accountability.
