Baja California will host the General Assembly of the Mexican Association of Economic Development Secretaries (AMSDE) on Friday, May 29, in Valle de Guadalupe, the wine country east of Ensenada. Economic development officials from across Mexico’s 32 states are expected to attend the one-day gathering.
Kurt Honold Morales, Baja California’s Secretary of Economy and Innovation, will welcome the delegates. Honold Morales serves as AMSDE’s vice president, giving the state a leadership role in the national organization that coordinates economic policy among Mexico’s state governments.
Why Valle de Guadalupe Was Chosen
The choice of Valle de Guadalupe as the meeting site puts a spotlight on Baja California’s most recognized tourism and agricultural destination. The valley, located about 30 kilometers northeast of Ensenada along the Ruta del Vino, is home to more than 150 wineries and has become a major draw for both domestic and international visitors.
Valle de Guadalupe has increasingly served as a venue for high-profile policy events. In 2024, the Independent Voter Project, a California nonprofit, spent over $100,000 on a cross-border conference there that brought six California state legislators to the valley for meetings on binational issues.
What AMSDE Does
AMSDE brings together the top economic development officials from each Mexican state. The organization coordinates investment attraction strategies, shares best practices on regulatory policy, and works to align state-level economic agendas. A former AMSDE president, Marco del Prete of Querétaro, has been active in promoting bilateral collaboration between Mexican states and the United States through educational programs and public diplomacy.
The assembly comes at a time when cross-border commerce and nearshoring investment are central topics for Baja California’s economy. The state shares the busiest land border crossing in the Western Hemisphere at Tijuana-San Ysidro, and its manufacturing sector depends heavily on trade flows with the United States.
