State prosecutors arrested Tijuana attorney Christian Pablo López Ortiz on March 26 in the Cumbres de Juárez neighborhood, charging him with fraud, property theft, and threats. The arrest took place at approximately 1:18 p.m. local time after an investigation by the FGE (Baja California’s state attorney general’s office).
Charges Include Property Theft and Fraud
López Ortiz faces charges of despojo, the Mexican legal term for unlawful dispossession of property. Under Baja California’s penal code, despojo covers acts such as occupying someone else’s property by force, deception, or abuse of trust. He also faces fraud and criminal threats charges.
The arrest of a licensed attorney on property-related crimes is notable in Tijuana, where real estate transactions often involve powers of attorney (poderes notariales) granted to local lawyers. Foreign buyers in particular rely on Mexican attorneys to hold fideicomiso (bank trust) documents and manage property transfers in the restricted zone within 50 kilometers of the coast.
Cumbres de Juárez: A Growing Residential Area
The arrest took place in Cumbres de Juárez, a residential colonia in Tijuana’s eastern hills near the Otay Mesa border crossing area. The neighborhood has seen steady development in recent years as Tijuana’s housing market pushes into hillside areas east of the city center.
Tijuana’s real estate market has drawn increasing numbers of cross-border buyers since 2020. So the city’s attorney oversight mechanisms carry practical weight for anyone purchasing or selling property. Baja California’s bar association, the Colegio de Abogados, maintains a public directory of registered lawyers, though membership is not mandatory for practice.
Property fraud cases in Tijuana have surfaced periodically. In some past incidents, attorneys used forged documents to transfer titles without owners’ knowledge. The FGE has not disclosed whether López Ortiz’s alleged victims include foreign nationals or whether the case involves residential or commercial properties.
López Ortiz remains in state custody pending formal arraignment. The FGE has not yet announced a court date or revealed the number of alleged victims, according to Zeta Tijuana.
